Primary Function

Dacon is seeking a Buyer to join our Procurement team in support of electrical construction and EPC project operations. The selected candidate will be placed at the Buyer I, Buyer II, or Buyer III level based on experience, qualifications, and demonstrated knowledge at the time of hire — offering a clear path for professionals at multiple points in their procurement career to contribute and grow with our team.

All levels are responsible for managing the procurement of materials, equipment, and services across Dacon's active project portfolio. Scope of responsibility, degree of autonomy, and complexity of assignments increase with each level.

The position will be based in our Deer Park, TX office located at 1300 Underwood, Deer Park, TX 77536 and will report to Dacon's Director of Procurement.

 

Duties & Responsibilities

Employee may be called upon to perform any or all of the following functions. Responsibilities expand with level of placement:

Core duties — all levels:

·         Execute the procurement of materials, equipment, and services in accordance with project requirements and Dacon's procurement policies and approval authority thresholds.

·         Issue and manage purchase orders (POs) from requisition through closeout, including delivery tracking, expediting, and invoice reconciliation.

·         Prepare and issue Requests for Quotation (RFQs); conduct bid tabulations and present competitive award recommendations.

·         Evaluate vendor proposals based on price, quality, delivery schedule, and technical compliance.

·         Develop and maintain vendor relationships; resolve supply issues including delivery discrepancies, invoice disputes, and quality nonconformances.

·         Coordinate with project managers, engineers, and field personnel to understand material requirements, lead times, and delivery priorities.

·         Maintain accurate procurement records and data in Dacon's ERP/procurement system.

·         Ensure all purchasing activities comply with Dacon's procurement policies, project-specific requirements, and applicable contractual obligations.

·         Perform special projects and complete other duties as assigned or requested.

Expanded duties — Buyer II and above:

·         Independently manage assigned commodity portfolios with limited supervision; develop procurement plans aligned with project schedules and budgets.

·         Lead RFP processes and negotiate pricing, delivery, and commercial terms with vendors and subcontractors within delegated approval authority.

·         Identify and qualify new vendors; assess suppliers against Dacon's technical, financial, safety, and quality requirements.

·         Analyze market pricing trends and supply chain conditions; provide sourcing strategy recommendations to management.

·         Expedite and coordinate logistics, inspections, and documentation for major equipment and bulk material orders.

·         Mentor Buyer I and Junior Buyer staff on procurement processes and best practices.

Expanded duties — Buyer III:

·         Lead procurement of complex, high-value, and long-lead electrical equipment and materials (e.g., power transformers, switchgear, circuit breakers, transmission line hardware, cable and conductor).

·         Develop and execute category sourcing strategies; lead strategic sourcing initiatives including reverse auctions and framework agreements.

·         Draft and redline commercial terms and conditions; independently negotiate high-value purchase orders and subcontracts.

·         Serve as primary procurement point of contact for large or complex EPC projects; interface directly with Project Managers, Engineering, and Construction leadership.

·         Lead vendor qualification for critical or specialized suppliers, including assessment of financial stability, technical capability, and safety record.

·         Develop and maintain market intelligence on electrical construction commodities; provide leadership with supply risk analysis and category strategy recommendations.

·         Support proposal and estimating teams with procurement cost, lead time, and subcontracting input for new project pursuits.

 

How You Will Make an Impact

·         Ensure on-time material and equipment delivery for Dacon's construction projects by proactively managing supplier relationships and purchase order milestones.

·         Contribute directly to project cost control through competitive sourcing, effective negotiation, and disciplined spend management.

·         Strengthen Dacon's vendor base by identifying, qualifying, and developing reliable suppliers for critical electrical construction commodities.

·         Support project teams with timely, accurate procurement intelligence that enables confident scheduling and execution decisions.

·         At senior levels, drive strategic value through category leadership, long-term supplier agreements, and continuous improvement in procurement operations.

 

Minimum Qualifications / Experience

To be considered, candidates must meet the following minimum qualifications (Buyer I):

·         Associate's degree in Business, Supply Chain, or a related field; Bachelor's degree preferred. Four (4) years of directly relevant procurement experience may be considered in lieu of a Bachelor's degree.

·         Minimum 2 years of experience in purchasing, procurement, supply chain, or a closely related operations role.

·         Working knowledge of procurement processes including purchase order administration, RFQ preparation, and vendor communication.

·         Experience with ERP or procurement/inventory management systems.

·         Proficiency in Microsoft Office Suite; strong Excel skills required.

·         Strong organizational skills and ability to manage multiple concurrent priorities in a project-driven environment.

·         Effective written and verbal communication skills.

·         Driving is not required for this position.

Candidates may be considered for Buyer II placement with the following additional qualifications:

·         Minimum 4 years of procurement experience, with at least 2 years in a construction, EPC, industrial, or utilities environment.

·         Demonstrated experience with competitive sourcing, bid evaluation, and commercial negotiations.

·         Experience procuring electrical construction materials, equipment, or subcontract services preferred.

Candidates may be considered for Buyer III placement with the following additional qualifications:

·         Minimum 6 years of progressive procurement experience, with at least 3 years in an EPC, electrical construction, or heavy industrial environment.

·         Demonstrated experience negotiating and managing procurement of major electrical equipment (e.g., power transformers, switchgear, high-voltage materials).

·         Certified Professional in Supply Management (CPSM) or Certified Purchasing Manager (CPM) preferred.

·         Proven ability to develop and execute category sourcing strategies independently.

 

Physical Requirements

·         Ability to sit for extended periods while working at a computer.

·         Frequent use of hands and fingers for typing, writing, and operating office equipment.

·         Ability to communicate effectively verbally and in writing.

·         Ability to occasionally stand and walk within an office environment.

·         Ability to lift up to 10 pounds occasionally.
