Job Title: Sourcing Manager – Preconstruction/Bids
Job Location: 12301 Kurland Drive, Houston, TX 77034.
Primary Function:
As Sourcing Manager, you will own the supply chain strategy during the bidding phase of HV/MV substation EPC projects. You’ll be embedded with the estimating and preconstruction team to secure competitive, reliable supplier and subcontractor inputs.
Duties & Responsibilities
- Employee may be called upon to perform any or all of the following functions:
- Collaborate with Engineering, Estimating and Sales to identify alternate products, equivalent solutions, and modular options that improve competitiveness or schedule. Develop bid-phase sourcing strategies for major categories such as power transformers, breakers, switchgear, protection & control panels, steel, cable, civil works, and specialty services.
- Prepare and issue RFQs to approved suppliers and subcontractors, ensuring clear technical scope, commercial terms, and schedule requirements.
- Lead the comparison and evaluation of supplier and subcontractor quotations (technical compliance, price, lead time, warranty, risk).
- Work closely with the estimating team to incorporate vendor quotations into the estimate and understand cost/lead-time sensitivities.
- Collaborate with engineering and the VP of Preconstruction to identify alternate products, equivalent solutions, and modular options that improve competitiveness or schedule.
- Maintain and enhance supplier databases, including performance, pricing history, lead times, and strategic relationships.
- Support pre-bid and post-bid clarification discussions with suppliers, ensuring alignment on scope and key assumptions.
- Provide market intelligence on commodity trends, capacity constraints, and lead-time changes to inform pricing and proposal strategy.
- Partner with corporate/operations supply chain teams to ensure bid-phase strategies can transition effectively into execution-phase procurement.

- Increase win probability by bringing timely, competitive, and technically sound supplier and subcontractor quotes into bids.
- Improve margin and value by driving value engineering with suppliers, identifying alternates, bundling opportunities, and commercial levers that reduce cost or risk.
- Support schedule competitiveness by prioritizing suppliers and solutions that provide better lead times and support modular or prefabricated strategies.
- Strengthen supplier partnerships across the HV/MV substation ecosystem, positioning us as a customer of choice and enabling early collaboration on key opportunities.
- Mitigate risk by understanding and communicating supply-related risks (lead times, capacity, commercial terms) in each bid so they can be priced and managed appropriately.
- Enable scale by building repeatable sourcing playbooks and category strategies that streamline bid-phase supply chain support as volume grows.
Minimum Qualifications / Experience
Bachelor’s degree in Supply Chain Management, Business, Engineering, or related field.
- 8+ years of experience in supply chain, strategic sourcing, or procurement, with at least several years supporting capital equipment or construction projects (HV/MV substation, transmission, or power/utility experience strongly preferred).
- Strong understanding of the HV/MV substation supplier landscape (transformers, breakers, switchgear, protection & control, steel, civil, and installation services).
- Experience analyzing and negotiating complex quotations, including commercial terms (INCOTERMS, warranty, LDs, payment terms, etc.).
- Ability to interpret technical specifications and work closely with engineering to confirm equivalency and compliance.
- Familiarity with ERP/procurement systems and sourcing tools for RFQs, bid tabulations, and supplier performance tracking.
- Proven ability to work cross-functionally with estimating, engineering, construction, field services, and corporate supply chain teams.
- Strong negotiation and relationship management skills with suppliers and subcontractors.
- Clear communicator who can translate market and supply chain realities into options and recommendations for estimators and leadership.
- Highly responsive and organized, able to manage many RFQs and suppliers simultaneously within tight bid schedules.
- Comfortable working under pressure and handling multiple, overlapping deadlines.
- Data-driven, with the ability to track and use pricing, lead-time, and performance data to inform sourcing strategies.
- Team player with a proactive, solution-oriented mindset and a commitment to supporting a winning preconstruction culture.
Physical Requirements:
- This position requires minimal physical effort.
- Must be able to endure prolonged periods sitting at a desk and working on a computer for a minimum of 8 hours a day
- While performing the duties of this job, the employee will primarily work indoors, with occasional outdoor exposure to year around weather conditions and noise.
- Must be able and willing to travel overnight for trainings and/or meetings as required (10%)
- Working extended hours, including weekends, may be required periodically.
- May occasionally lift up to 25 pounds at a time.
