Primary Function

The Bid Manager serves as the central owner of each opportunity from the moment it enters the pricing engine through contract execution. This role coordinates customer-facing communication in partnership with Commercial Account Managers and orchestrates all internal disciplines — including Legal, Safety, Commercial Terms, Engineering, Estimating, Scheduling, and Proposal Development — to ensure every deliverable meets customer expectations on time and with full commercial awareness. The Bid Manager is accountable for driving internal accountability, managing legal and contractual workflows, facilitating key pursuit meetings, and building lasting client relationships that support repeat business.

The position will be based in our Houston, Texas office located at 12031 Kurland Dr, Houston, TX 77034 and will report to Dashiell's Director Bid Manage.

Duties & Responsibilities

Employee may be called upon to perform any or all of the following functions:

Opportunity Intake & Pricing Handoff

  • Receive projects that are ready to move through the pricing engine and formally onboard them into the Pre-Construction workflow.
  • Coordinate customer-facing communication in close partnership with Commercial Account Managers, ensuring a seamless experience and continuity of relationship throughout the pursuit.
  • Schedule the Negotiation Kickoff meeting to align internal stakeholders at the outset of each pursuit.
  • Schedule and facilitate the Bid Review meeting prior to bid submission.

Internal Coordination & Accountability

  • Coordinate across Legal, Safety, Commercial Terms, Engineering, Estimating, Scheduling, and Proposal Development to drive a unified and complete bid response.
  • Ensure that appropriate parties review any contractual exhibits that may have a commercial impact on their respective group, and that all concerns are surfaced and resolved before submission.
  • Hold the Pre-Construction Group — including Engineering, Estimating, Construction, and Field Services — accountable for driving internal communication to ensure all customer deliverables and expectations are met, including pricing, clarifications, bid forms, requirements, and schedules.
  • Update the stage of the pursuit in the opportunity tracking system as each bid progresses through the pipeline.
  • Coordinate Kickoff (KO) meetings internally between the Pre-Construction and Execution teams, including Owner/Engineer (O/E) sessions and Change Order (CO) reviews.

Legal & Contractual Management

  • Engage the legal team with any contractual or terms documents requiring redlining or review.
  • Input the outcomes of legal negotiations with customers — particularly those that may affect pricing guidelines — into the Pre-Construction process.
  • Work collaboratively with the customer and legal team to prepare contractual documents for execution; obtain final legal approval before requesting any signatures.
  • Acquire signatures from the appropriate authorized signatories.

Bid Delivery & Customer Communication

  • Prepare complete and compliant bid packages — including redlines, clarifications, and supporting documentation — for delivery to the customer by the Commercial Account Manager.
  • Coordinate clarification discussions between the customer and the Pre-Construction Group and/or legal team; deliver any required responses or amendments through the appropriate channel.
  • Coordinate external Kickoff meetings between the customer and Execution Team leads.

Relationship Development & Retention

  • Follow up with customers periodically to gather feedback that can improve Pre-Construction processes and help the Execution Team deliver a better product, promoting repeat business.
  • Coordinate customer relationship-building activities that develop strong partnerships between Dashiell and key customer personnel, in full compliance with all applicable customer guidelines.
  • Perform special projects and complete other duties as assigned or requested.

  • Own the bid process end to end — ensuring every pursuit moves through the pipeline with precision, from pricing intake to contract execution.
  • Enable Commercial Account Managers to deliver a seamless customer experience by managing the internal coordination and accountability that sits behind every bid.
  • Reduce commercial and contractual risk through disciplined legal engagement and thorough review of contractual obligations before commitment.
  • Build and maintain strong customer relationships that drive repeat business and reinforce Dashiell's reputation as a trusted partner.

Minimum Qualifications / Experience

Bachelor's degree in Construction Management, Business, Engineering, or a related field required; equivalent professional experience of 4 or more years may be considered in lieu of a degree.

Required

  • Minimum of 3 years of experience in one or more of the following: project management, pre-construction, estimating, engineering, or commercial operations within a construction or EPC environment.
  • Demonstrated ability to manage multiple concurrent bids and competing deadlines.
  • Strong written and verbal communication skills with the ability to engage professionally across internal teams and customer-facing channels.
  • Proficiency in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint).

Preferred

  • Experience with contract review, redlining, and coordinating legal negotiations.
  • Familiarity with CRM or opportunity tracking platforms (Salesforce, HubSpot, or similar).
  • Experience in high-voltage electrical construction or related industries.
  • PMP certification or equivalent project management credential.
  • Driving is not required for this position.

Physical Requirements

LEVEL 1 – Office (Sedentary Work)

  • Ability to sit for extended periods while working at a computer.
  • Frequent use of hands and fingers for typing, writing, and operating office equipment.
  • Ability to communicate effectively verbally and in writing.
  • Ability to occasionally stand and walk within an office environment.
  • Ability to lift up to 10 pounds occasionally.
